Who Should Attend?

This course is designed for Rural ILEC management, financial and regulatory staff that require a general understanding of the cost separations process and an in depth understanding of how the cost study can be used for business planning and regulatory purposes.

What You'll Learn

The goal of this course is to provide strategies and tactics that companies can use in the cost study process to enhance revenue streams.  The case study utilized in the Preparing and Using Cost Studies course will be used to demonstrate the impacts of several management, regulatory and network decisions on a company’s revenues.  Attendees will learn the value of using the cost study as a tool in the decision making process.  The course will look at the cost study impacts of a variety of different scenarios on interstate settlements, universal service funding, and potential intrastate earnings.

Course Outline

Introduction

What is the cost study used for? The course will not only look at the regulatory requirements that drive the preparation of the annual cost study, it will also look at the business planning and other regulatory purposes for which the cost study can be utilized to enhance revenues and increase efficiency.

Cost Study Overview

The course will look at the cost separations process from a cursory standpoint, leaving the course attendee with a general understanding of the cost study. The course will focus on FCC rules that govern the preparation of cost studies, and the plant and expense studies that are key components in the cost study.

Cost Study Strategies and Tactics

The case study from the Preparing and Using Cost Studies course will be used to demonstrate the impacts of several management, regulatory and network decisions on a company’s revenues. Attendees will learn the value of using the cost study as a tool in the decision making process. Major areas of focus will be on interstate/intrastate allocations, regulated/non-regulated investments, lease vs. buy decisions, network design implications, and jurisdictional earnings. Some specific items that will be reviewed include:

  • DSL/broadband deployment,
  • host/remote vs. host/concentrator switching architecture,
  • assignment of spare cable and wire facilities, and
  • lead/lag studies.

In addition, the course will look at the cost study as a tool to review jurisdictional earnings and the potential impacts on intrastate rates.
