Biography

Stuart has been serving the telecommunications industry since 1994. He has an extensive background in telecom regulation and public policy and specializes in consulting for small and mid-size rural carriers. Stuart advises clients on the impacts, opportunities, and threats of new regulations and laws; ensures clients’ compliance with complex federal and state regulatory reporting requirements; and represents clients before regulatory agencies and other government entities.

Prior to Moss Adams, Stuart spent over 18 years as vice president of regulatory policy and business development at the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO), where he led the association’s regulatory advocacy efforts.

During his career, Stuart has been quoted in The Economist as well as numerous telecommunications industry trade publications. He has also spoken at many state and national telecom conferences.
